Notice of Public Hearing

PLEASE TAKE NOTICE that the Union County Utilities Authority (the “Authority”) has scheduled a Public Hearing for June 18, 2025, at 5:30 P.M. at the Authority’s conference room at 1499 Routes 1 and 9, North, Rahway, NJ 07065.  The Authority’s regularly scheduled meeting will follow the rate hearing.  The purpose of the Public Hearing is to review and take formal action regarding the following proposed adjustments to current solid waste rates. 

Proposed Solid Waste Rate Change:  Adjustment to the UCUA rate component of tipping fees for Non-Processable Waste (Solid Waste Types 13, 23 and 27 only) generated within Union County and currently disposed of at Waste Management of New Jersey, Inc.’s Front Street facilities, in Elizabeth, New Jersey.

Current UCUA Rate Component

  • $29.12 per ton

Proposed UCUA Rate Component

  • Effective 6/20/2025
  • $ 35.52 per ton

The proposed rate change will be effective on the date noted.  All other fees, rates and charges remain unchanged.  The Authority shall provide evidence at the hearing showing that the proposed adjustments are necessary and reasonable and shall provide the opportunity for cross-examination on such evidence.  A transcript or recording of the hearing shall be made and a copy thereof shall be available upon request to any interested party.

The Rate Hearing is open to all members of the public.  Members of the public and interested parties may attend the public hearing in person, or by attorney, to ask questions, make comments, and present any objections regarding the proposed adjustments.

The Union County Utilities Authority (“UCUA”) is soliciting Qualification Statements (hereinafter “Responses”) from interested persons and/or firms for the provision of the below-listed services.  Through a Request for Qualifications (“RFQ”) process, persons and/or firms interested in assisting the UCUA with the provision of such services must prepare and submit a Response in accordance with the procedures and schedule set forth in the applicable RFQ.  The UCUA will review Responses only from those persons and/or firms that submit a timely Qualification Statement containing all information required by the UCUA as set forth in the RFQ.  The UCUA intends to qualify persons and/or firms that (a) possess the professional, financial, and administrative capabilities to provide the proposed services, and (b) agree to and meet the terms and conditions determined by the UCUA.

The selection of qualified persons and/or firms is not subject to the bidding provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., but is to be guided by the “New Jersey Local Unit Pay-to-Play” Law, N.J.S.A. 19:44A-20.4 et seq. The UCUA has structured a procurement process that seeks to obtain the desired results, while establishing a competitive, fair and open process, to assure that each person and/or firm is provided an equal opportunity to submit a Response to the RFQ.
